19.08.2025 - Baden-Württemberg investiert: Satellitenkommunikation für erfolgreiche Feuerwehreinsätze

Mit einem neuen satellitengestützten Funksystem für die Feuerwehren schafft das Land eine weitere Alternative zum Digitalfunknetz. Das System benötigt keine Infrastruktur am Boden und die übertragenen Informationen werden verschlüsselt übertragen.

Baden-Württemberg investiert für die Extern: Feuerwehren (Öffnet in neuem Fenster) in ein Extern: satellitengestütztes Funksystem (Öffnet in neuem Fenster). Das Ziel: Die Feuerwehren sollen auch in extremsten Krisen sicher kommunizieren können.

„Die Einsatzkräfte unserer Feuerwehren müssen jederzeit, und gerade auch in Krisensituationen, sicher kommunizieren können. Kommunikation ist ein wesentlicher Schlüssel für einen erfolgreichen Einsatz. Daher investieren wir in eine moderne und zukunftsfähige Kommunikationstechnik. Mit dem nun beschafften Satellitenkommunikationssystem kann unsere Feuerwehr die Herausforderungen in Krisen entschlossen angehen“, erklärte der stellvertretende Ministerpräsident und Innenminister Thomas Strobl.

Möglichkeit der Entlastung des Digitalfunks

Grundsätzlich kommunizieren die Behörden und Organisationen mit Sicherheitsaufgaben zunehmend über den Extern: Digitalfunk (Öffnet in neuem Fenster). Dieser wird in einem deutschlandweiten, einheitlichen Funknetz für alle Behörden und Organisationen mit Sicherheitsaufgaben betrieben. Beim Einsatz baden-württembergischer Einsatzkräfte im Ausland oder ausländischer Feuerwehren hier in Baden-Württemberg können diese nicht immer auf das Digitalfunknetz zugreifen. In beiden Fällen, die nach dem europäischen Katastrophenschutzmechanismus möglich sind, kann die Feuerwehr künftig den Satellitenfunk nutzen. Zudem kann die Feuerwehrführung künftig bei einer sehr hohen Belastung des Digitalfunknetzes durch die Nutzung des Satellitenfunks eine Entlastung schaffen. Außerdem können die Einsatzkräfte im unwahrscheinlichen Fall einer Störung des Digitalfunks weiter kommunizieren. Das System ist freilich sehr zuverlässig und erfüllt höchste Sicherheitsanforderungen. Beispielsweise funktioniert das Funknetz auch noch bei einem langanhaltenden, flächendeckenden Stromausfall.

Die Stadt- und Landkreise, die Regierungspräsidien und das Innenministerium werden mit dem System „SaFe“ (Satellitenfunk Feuerwehr) ausgestattet. In einem ersten Schritt hat das Land Baden-Württemberg 52 fest in Gebäuden installierte Funkgeräte sowie 190 tragbare Satelliten-Handsprechfunkgeräte beschafft. Das Satelliten-Funksystem benötigt für den Betrieb keine zusätzliche Infrastruktur am Boden – also zum Beispiel Masten oder Antennen. Zum Funken ist lediglich eine Verbindung der Antenne zu einem Satelliten notwendig. Die übertragenen Informationen werden über den gesamten Transportweg verschlüsselt übertragen, um ein unberechtigtes Abhören zu verhindern.

Der Vertrag über die Bereitstellung des Systems Extern: „K-Funk“ (Öffnet in neuem Fenster) der Firma Extern: abel&käufl (Öffnet in neuem Fenster) aus Landshut läuft zunächst über fünf Jahre. Nach der aktuell laufenden Einführungsphase für das System und einer ersten Evaluation gemeinsam mit den nutzenden Stellen, wird das Innenministerium über eventuelle Anpassungen entscheiden.
