Mit technischen Entwicklungen werden die Voraussetzungen für den Einsatz bei Großschadensereignissen verbessert

Landkreis Karlsruhe. Der Ausschuss für Umwelt und Technik hat sich in seiner Sitzung, die am Donnerstag, 21. September, im Lichthof der Badischen Versicherungen in Karlsruhe stattfand, mit Themen des Bevölkerungsschutz befasst. Die Landkreisverwaltung stellte die technische Weiterentwicklung des operativ-taktischen Führungsstabes für Großschadenslagen im Landkreis vor, das Gremium nahm den Bericht zur Kenntnis. Weiter beauftragte es die Verwaltung mit der Planung für die Beschaffung eines Abrollbehälters Einsatzleitung und empfahl dem Kreistag die Bereitstellung der notwendigen Haushaltsmittel.

Im Landkreis Karlsruhe werden als Einheiten zur Führungsunterstützung bei großen, lang andauernden Schadenslagen zwei Führungsstäbe und der zugehörige Fernmeldezug vorgehalten. Für große, flächendeckende Schadenslagen wie Unwetterereignisse oder Stromausfälle wurde zwischenzeitlich ein Stabsraum in der Redundanzleitstelle in Bruchsal eingerichtet. Zur effizienten Erfassung der Lagemeldungen aus den betroffenen Gemeinden wurde ein spezielles Online-Portal entwickelt und bei einer großen Stabsrahmenübung im November 2022 erfolgreich getestet.

Denn Extremwetterereignisse in Form von Gewitter- bzw. Superzellen, welche Starkregen, Hagel und damit einhergehende Überschwemmungen sowie schwere Sturmschäden nach sich ziehen, häufen sich auch im Landkreis. Es ist davon auszugehen, dass die Kommunen zunehmend mit solchen Schadensereignissen konfrontiert werden. Durch die Beschaffung eines Abrollbehälters Einsatzleitung, der auf rund 30 Quadratmetern Platz für die Einsatzführung bietet, kann auch in Zukunft sichergestellt werden, dass der Landkreis seinem gesetzlichen Auftrag zur Unterstützung und Ergänzung der gemeindlichen Führungseinheiten nachkommen kann. In anderen Fahrzeugen sind die Führungsräume deutlich zu klein, wodurch in der Regel ein spontan eingerichteter Raum in der Nähe des Schadensereignisses gefunden und zeitaufwendig eingerichtet werden muss. Aufgrund der Lieferzeit des Abrollbehälters von mindestens zwei Jahren ab Auftragserteilung könnte dieser voraussichtlich ab 2026 zur Verfügung stehen.

Auch die Posten der stellvertretenden Kreisbrandmeister des Landkreises Karlsruhe hat der Ausschuss für Umwelt und Technik in seiner Sitzung besetzt. Das Amt führen wie bisher Bertram Maier, Bernd Molitor und Dominik Wolf aus. Die Amtszeit beträgt fünf Jahre und beginnt am 1. Januar 2024. Weiter bestellte das Gremium Oliver Haas zum Unterkreisführer für den Unterkreis Bretten. Dazu gehören die Stadt Bretten, Gondelsheim, Kürnbach, Oberderdingen, Sulzfeld und Zaisenhausen. Seine Amtszeit beginnt am 1. Januar 2024 und dauert fünf Jahre. Oliver Haas ist bereits amtierender Unterkreisführer. Alle vier wurden unter Berufung in das Beamtenverhältnis als Ehrenbeamter benannt. Die zuvor angehörten Kommandanten und Abteilungskommandanten hatten keine Einwände erhoben und begrüßten die erneuten Bestellungen ins Amt.

Landrat Dr. Christoph Schnaudigel (Mitte) ernennt Dominik Wolf (v.l.n.r), Bernd Molitor und Bertram Maier im Beisein von Kreisbrandmeister Jürgen Bordt zu dessen Stellvertretern.
